1. (U) THIS IS AN INITIAL REQUEST FOR FISCAL YEAR 2010 (FY 
10) JW SUPPORT IN MALDIVES, AS DEFINED AND AUTHORIZED BY THE 
NATIONAL DEFENSE AUTHORIZATION ACT OF 1991 (AS AMENDED). 
 
2. (U) MALDIVES FACES A BROAD RANGE OF TRANSNATIONAL THREATS, 
FROM DRUG TRAFFICKING TO POTENTIAL EXTREMIST IDEOLOGY. 
DIVERSE AND ADAPTIVE TRANSNATIONAL CRIMINAL NETWORKS POSE A 
SIGNIFICANT CHALLENGE TO MALDIVIAN LAW ENFORCEMENT AGENCIES. 
POST REQUESTS JW FACILITATE DOD AND U.S. LAW ENFORCEMENT 
AGENCY (LEA) ASSISTANCE IN COMBATING DRUG-RELATED 
TRANSNATIONAL CRIME (TNC) THROUGH FOCUSED CAPACITY BUILDING 
AND TRAINING EFFORTS TO ENHANCE MALDIVIAN LAW ENFORCEMENT 
(LE) AND SECURITY ENTITIES, ABILITY TO INVESTIGATE AND 
INTERDICT TRANS-NATIONAL CRIME THREATS/NETWORKS. 
 
3. (U) EMBASSY COLOMBO REQUESTS JIATF WEST ASSISTANCE IN A 
ICE-LED ASSESSMENT OF BOTH THE TRANSNATIONAL CRIME THREAT AND 
THE SKILL, WILL AND CAPABILITY OF MALDIVIAN SECURITY AND LE 
FORCES WITH REGARD TO INTERDICTING TRANSNATIONAL CRIME 
ACTIVITIES AND ENSURING BORDER SECURITY.  ASSESSMENT WILL 
FOCUS PRIMARILY, BUT NOT EXCLUSIVELY, ON ASSESSING THE 
CAPACITY OF MALDIVIAN SECURITY AND LE FORCES TO IDENTIFY AND 
INTERDICT FRAUDULENT DOCUMENTS, BULK CASH SMUGGLING AND CASH 
COURIERS, MONEY LAUNDERING AND THREAT FINANCE, 
TRAFFICKING-IN-PERSONS AND HUMAN SMUGGLING VIOLATIONS, 
NARCOTICS VIOLATIONS AND SMUGGLING, AND COUNTER-PROLIFERATION 
ACTIVITIES. ICE ATTACH NEW DELHI REQUESTS JIATF-W ANALYTICAL 
SUPPORT AND LIAISON COORDINATION  FOR THE ASSESSMENT. POC FOR

4.  (U) POST ALSO REQUESTS JIATF WEST ASSISTANCE WITH 
FOLLOWING ACTIVITIES:

A. (U) REQUEST JW PROVIDE BASIC ANALYTICAL TRAINING TO 
ELEMENTS OF THE MALDIVIAN LAW ENFORCEMENT  AND SECURITY 
FORCES TO ENHANCE HOST NATION CAPACITY FOR ANALYSIS AND 
INTERDICTION OF TRANSNATIONAL CRIMINAL ENTITIES.  POST ALSO 
REQUESTS LAW ENFORCEMENT AND MILITARY TRAINING BE PROVIDED TO 
SELECTED UNITS OF THE MALDIVIAN SECURITY FORCES.  THE 
TRAINING SHOULD ENHANCE THE RECIPIENT UNITS, ABILITIES TO 
CONDUCT PATROL AND INTERDICTION OPERATIONS ALONG COASTAL AND 
INLAND WATERWAYS AS WELL AS ON LAND.  THIS TRAINING IS 
INTENDED TO BUILD THE CAPACITIES OF LOCAL LAW ENFORCEMENT 
CLOSELY INVOLVED IN INTERDICTING NARCOTICS TRAFFIC AND 
ENSURING THE SECURITY OF MALDIVIAN BORDERS.  EMBASSY POINT OF
