SUBJECT: BRAZIL AND THE SWINE FLU OUTBREAK:  SITREP #1 
 
(U) THIS MESSAGE IS SENSITIVE BUT UNCLASSIFIED AND NOT FOR INTERNET 
DISTRIBUTION.  PLEASE HANDLE ACCORDINGLY. 
 
1.  (SBU) This report provides an update on developments in Brazil 
regarding the worldwide swine flu outbreak. 
 
REPORTED CASES: 
 
2.  (SBU) The Health Ministry has not reported any confirmed cases 
of swine flu in Brazil.  As of the afternoon of April 27, there were 
four cases of individuals who recenty returned from Mexico and had 
flu-like symptoms.  These individuals are being monitored by the 
Helth Ministry.  Two of these suspected cases involv individuals 
who returned from Mexico City to Sa Paulo with flu-like symptoms, 
and the other twocases involve a newlywed couple who returned to 
Belo Horizonte from their honeymoon in Cancun.  Medial officials in 
Sao Paulo have determined that oe of the four suspected individuals 
was not actully infected with swine flu; that person has been 
released from the hospital.  The other three remain hospitalized and 
are undergoing observation andanalysis to determine whether or not 
they are inected with the virus. 
 
BRAZILIAN GOVERNMENT'S REENT ACTIONS: 
 
3.  (SBU) On Monday, April 27, theHealth Ministry released an 
official note to the public announcing that it was investigating the 
to suspected cases of swine flu in Sao Paulo, but aserted that it 
did not believe they are actual cses of the virus.  There has been 
no official anouncement about the two individuals in Belo 
Horizonte.  The Health Ministry has set up a task force or swine 
flu. 
 
4.  (SBU) The Director of the Ntional Agency on Sanitation 
Vigilance (ANVISA), ose Agenor Alvarez, announced that Brazilian 
autorities are on high alert and that there was no reason for 
public fear or panic.  ANVISA has instruced officials at the five 
largest international arports to periodically play a recorded 
announcemnt throughout the airport describing to travelers he 
symptoms of the virus and advising them to be on the lookout for and 
to notify ANVISA of suspeced cases.  The announcement also notifies 
travelrs that cases of swine flu have been reported in Mxico, 
Spain, Canada and the United States.  The razilian Government has 
identified the United States and Mexico as hotspots of the virus, 
but to dte it has not enacted travel restrictions to and/o from 
any countries reporting cases of swine flu 
 
DEVELOPMENTS WITHIN MISSION BRAZIL: 
 
5.  (SB) Embassy Brasilia held a town hall meeting on Apri 27 to 
brief staff on the situation and what couse of action will be taken 
to prevent the spreadof the virus within the Mission.  The staff 
was nformed about the characteristics and symptoms of wine flu and 
what everyone can do to protect themelves from the virus.  The 
Emergency Action Commttee (EAC) met and set up a working group on 
swine flu.  Brazil has begun to implement the plans regarding 
pandemic influenza to prepare for the possible appearance of swine 
flu in Brazil.  Constituent posts are consulting with their staffs 
as well. 
 
6.  (SBU) Mission personnel are in regular and close contact with 
officials in the Health Ministry.  Further, Department of Homeland 
Security officials are reaching out to Brazilian counterparts to 
follow what measures are being taken at ports of entry regarding 
swine flu.  The Mission community and international schools with 
Embassy children have been notified about the availability of 
information from Washington about swine flu. 
 
7.  (SBU) A cleared Warden Message has been disseminated to 
registered Amcits throughout the country.  Public Affairs is 
disseminating press guidance drawing on points from the April 26 
White House briefing, and emphasizing that we know of no confirmed 
swine flu cases in Brazil, has been developed for use by Mission 
Brazil posts on an if-asked basis.
