7.  The Government of Mozambique has received a credit 
from the IDA, a Grant from Global Environment Facility 
and PHRD Grant from the Government of Japan, towards the 
costs of the Trans frontier Conservation Areas and 
Tourism Development Project (TFCATDP).  The project 
encompasses a series of activities to be implemented in 
the contest of four Trans frontier Conservation Areas 
(TFCAs) in the country: the Limpopo TFCA; the Lubombo 
TFCA; the Chimanimani TFCA and the ZIMOZA TFCA.  The 
Government intends to use portion of the fund to 
commission consultancy service that will propose a 
conducive framework for private sector investment and 
site allocation to project implementation.  The 
objective of this consultancy is to build up a legal, 
institutional and contractual framework that should 
regulate the rights and obligations of public 
authorities competent for selecting, contracting and 
managing contracts with the private sector interested in 
developing tourism projects in the APITQs, excluding the 
concessions for the exploitation of areas of public 
domain.  This will include, but not limited to, Legal 
Diplomas and respective legal reasoning, standard Bid 
Documents, Evaluation Methodologies, Institutional terms 
of reference and Implementation handbooks. 
 
8.  The consultant should demonstrate valuable 
experience in the relevant fields, in particular, the 
team should be composed at least by two technicians, one 
with a degree in Law and other in Tourism Development 
and Management or Social Sciences and both have to have 
extensive experience (at least 5 years) in drafting 
legal regimes and instruments, particularly pertaining 
to tourism and related fields, knowledge of the legal 
framework in practice in Mozambique, proficiency in 
Portuguese and English, good interpersonal and 
facilitation skills as well as communications skills. 
To have participated in the drafting of policies and 
regulations in the field of tourism development in 
Mozambique or in the region, knowledge of the 
institutional framework of the public sector in 
Mozambique, as well as participated in the drafting of 
regulations for tourism concessions in conservation 
areas and knowledge of basic conservation and 
biodiversity management principles, constitute 
advantages.  . 
 
9.  The TFCA Unit is the implementing agency for the 
project under which the services are required and now 
invites eligible Consulting firms to indicate their 
interest in providing the services.  Interested 
Consulting firms must provide information indicating

that they are qualified to perform the services 
(brochures, description of similar assigments, 
experience in similar conditions, availability of 
appropriate skills among staff, etc).  Consultant firms 
may associate to enhance their qualifications. 
Consultancy forms will be selected in accordance with 
the procedures set out in the World BankQs Guidelines: 
Selection and Employment of Consultants by World Bank 
Borrowers (edition May 2004, revised October 2006). 
Interested consultants may obtain a full set of the 
Terms of Reference at the address provided on Item 6B, 
during office hours (08:00 to 15:30 local time), and 
expressions of interest must be delivered at the same 
address by October 31, 2008.
