7.  The Ministry of Planning and Development (MPD) on behalf of the 
Government of Mozambique and the Millennium Challenge Corporation, 
on behalf of the United States Government have signed a Compact 
Agreement for a USD 507 million (MCC funding), to be implemented in 
5 years. The objective of the proposed program is to reduce poverty 
through economic growth in Niassa, Cabo Delgado, Nampula and 
Zambezia provinces by focusing on certain investments in physical 
assets, policy reform, capacity building and institutional 
strengthening.  Millennium Challenge Account Mozambique 
(MCA-Mozambique) on behalf of the Government intends to apply a 
portion of the proceeds of MCC funding, to eligible payments under 
this contract. Payments by MCA-Mocambique will be subject, in all 
respects, to the terms and conditions, including restrictions on the 
use of MCC funding of the Compact.  No party other than the 
Government and MCA-Mozambique shall derive any rights from the 
Compact or have any claim to the proceeds of MCC funding.  The 
program contains four projects including Water Supply and 
Sanitation, Roads, Land Tenure Services, and Farmer Income 
Support(FISP).  Implementing entities for the various projects will 
include government ministries and agencies, NGOs, private companies, 
or other entities.  For the implementation of the program, the 
MCA-Mozambique is soliciting Consultant Firms to submit their 
technical and financial proposals in separate envelopes for the 
following service:

   SIMPLIFIED ENVIRONMENTAL ASSESSMENT FOR THE FISP 
 
8.  The objective of the FISP is to stop the spread of Coconut 
Lethal Yellowing Disease (CLYD).  A secondary objective is to 
improve productivity of coconut products and encourage 
diversification into other cash crop production.  The project will 
eliminate biological and technical barriers hindering economic 
growth among farms and targeted enterprises located in the Compact 
area's eastern coastal belt (Zambezia and Nampula provinces) and, 
through crop diversification and improved farming practices, it will 
increase incomes lost to CLYD.  With the above requested service, 
the consultants shall evaluate the potential negative direct, 
indirect, induced, and cumulative environmental impacts of the 
Project through the Simplified Environmental Assessment that will be 
conducted.  In addition to this assessment, MCA-Mozambique will 
ensure that a project-specific environmental management plan (EMP) 
will be developed, implemented and monitored during project
