7.  The Millennium Challenge Corporation, on behalf of the United 
States Government, The Ministry of Planning and Development (MPD), 
on behalf of Government of Mozambique, have entered into a 
Millennium Challenge Compact for Millennium Challenge Account 
assistance to help facilitate poverty reduction through economic 
growth in Mozambique (the "Compact")Q the amount of approximately 
USD 507 million (MCC funding).  The Government, acting through 
Millennium Challenge Account Mozambique ("MCA Mocambique"), intends 
to apply a portion of the MCC Funding to eligible payments under a 
contract for which the Request for Proposals is issued.  Any 
payments made under the proposed contract will be subject, in all 
respects, to the terms and conditions of the Compact and related 
documents, including restrictions on the use of MCC funding and 
conditions to the disbursements of MCC funding. No party other than 
the Government and the MCA Mozambique shall derive any rights from 
the Compact or have any claim to the proceeds of MCC Funding. 
 
The objective of the proposed program is to reduce poverty through 
economic growth in Niassa, Cabo Delgado, Nampula, and Zambezia 
Provinces by focusing in physical assets, policy reform, capacity 
building and institutional strengthening.  The program contains four 
projects: 
(i) - Water Supply and Sanitation (WSSP) 
(ii) - Roads 
(iii) - Land Tenure Services 
(iv) - Farmer Income Support 
 
Implementing entities for the various projects will include 
government ministries and agencies, NGOs, private companies or other 
entities.  This invitation for Proposals follows the General 
Procurement Notice that appeared in dgMarket on July 29, 2008; UNDB 
Online on August 5, 2008 and Jornal Noticias on August 1, 2008. 
 
8.  The MCA-Mozambique now invites Consultant Services to submit 
"Proposals" to develop the Farmer Income Support Project, in 
Zambezia and Nampula Provinces.  More details on the services are 
provided in the Terms of Reference.  The Service Provider will 
provide services to increase farmer income by introducing modern 
productivity practices to poor households in the target provinces 
for production of key agriculture crops in demand by domestic and 
export markets.  Specifically, the Service Provider will carry-out 
actions to deter the spread of Coconut Lethal Yellowing Disease 
("CLYD") which is devastating productivity and income generation of 
the coconut industry.  Also, the Service Provider will work with 
these target households to diversify and develop value chains of 
short term crops such as pulses, tubers, and vegetables to reduce 
risks associated with mono-cropping to better stabilize sources of 
nutrition and incomes for poor households in the project area.  The 
Service Provider will develop capacity of responsible public and 
private institutions to develop and apply plant protection protocols 
to ensure the viability and sustainability of the key agriculture

value chains for future generations; including monitoring and 
managing social risks associated with the intervention strategy. 
All aspects of this project will be conducted following a process of 
community/small farmer participation in design, awareness, and 
monitoring of service delivery. 
 
9.  A consultant will be selected under the "QCBS" method, the 
evaluation procedure for which is described in sections of the RFP 
in accordance with "MCC Program Procurement Guidelines" which are 
provided on the MCC website: www@mcc.gov.  The SPN and complete RFP
