1. This is an Action Request.  See paragraphs 2-4. 
 
2. The Department's Office of Defense Trade Controls 
Compliance (PM/DTCC) requests posts' assistance in conducting 
a pre-license check on application 050101174 for the export 
of a laser rangefinder receiver to Thailand.  Posts are 
requested to complete this Blue Lantern check within 30 days. 
 Lack of response to a Blue Lantern check will affect pending 
and future applications involving parties to this license. 
 
3. Reason for request:  unfamiliar foreign end-user and 
foreign consignee.  Foreign end-user Laser Research Company 
and foreign consignee Genetron Engineering Corporation Ltd. 
have appeared on only a very few previous license 
applications, and their bona fides have never been verified 
by a Blue Lantern check.  Posts should make appropriate 
inquiries to verify the bona fides of Laser Research Company 
and Genetron Engineering Corporation Ltd. and to confirm the 
legitimacy of the proposed transaction. The following 
questions are provided as suggested guidance:

Agency of Thailand: 
 
--Are you familiar with Laser Research Company? 
 
--Is Laser Research Company an official participant in the 
"Development of Eyesafe Laser Rangefinder" project sponsored 
by the National Science Agency of Thailand with a project 
period of 2003-2008?  What is the nature and scope of the 
company's work for your agency?  Does the company need the 
eyesafe laser rangefinder receiver listed on this application 
in order to perform its work for your agency? 
 
--Will Laser Research Company's relationship with the 
National Science Agency continue after the "Development of 
Eyesafe Laser Rangefinder" project ends this year?  If so, in 
what capacity?  Does the company have relationships with any 
other Thai government agencies? 
 
ACTION EMBASSY BANGKOK, questions for Laser Research Company: 
 
--Does the company have proper supporting documentation from 
the National Science Agency of Thailand for this proposed 
transaction?  When did it first establish a relationship with 
the Agency?  Does the company have relationships with any

possible, please inform PM/DTCC case officer.  Finally, posts 
are asked to assess whether the companies appear to be
