SUBJECT: USG SUPPORTED EMBEDDED PERSONNEL IN INDONESIA 
 
1. (SBU) Summary: In keeping with Secretary RiceQs 
Transformational Diplomacy objectives, US Embassy Jakarta 
really took stock of our successes in placing USG personnel 
directly into Indonesian government offices.  We are 
pleased to report that we currently have 27 positions 
embedded within key Government of Indonesia (GOI) 
ministries and provincial offices, with 14 more positions 
planned.  These staff members and contractors play a 
critical role in helping Indonesia succeed by building 
capacity within GOI offices.  This is a collective effort 
by all USG agencies to assist GOI in successfully designing 
and implementing reforms that are important to US foreign 
policy efforts.  These staff directly impact reform 
policies and help push all sectors of Indonesian society to 
remain open to the outside world and compete in the global 
climate. END SUMMARY 
 
2. (SBU) Currently, 27 personnel are embedded in six 
ministries, two provincial offices and one multi-lateral 
agency in Indonesia to strengthen GOI reform efforts, 
including: 
 
Indonesian National Police (INP) 
-------------------------------- 
 
-- One retired INP two-star general at INP headquarters, 
jointly funded by Bureau for International Narcotics and 
Law Enforcement Affairs/ International Criminal 
Investigative Training Assistance Program (INL/ICITAP) and 
Diplomatic Security/Anti Terrorism Assistance (DS/ATA), to 
provide access and immediate communication to critical 
components of the police regarding USG interests and law 
enforcement development programs; 
 
-- One technical advisor, funded by INL/ICITAP, to provide 
technical assistance and training on enforcement issues on 
intellectual property; and 
 
-- Two security advisors and one procurement expert, funded 
by DS/ATA, to strengthen anti-terrorism capabilities within 
the INP. 
 
Ministry of Finance

-- One tax advisor, from US Department of TreasuryQs Office 
of Technical Assistance (OTA), to assist the Directorate 
General for Taxation on implementing its data processing 
center for tax returns to improve accountability and 
revenue collection; 
 
-- One debt advisor, from TreasuryQs OTA and funded by 
USAID, to assist in the development of government debt 
issuance and management and deepening of capital markets. 
 
-- Three contract advisors, funded by USAID, to assist in 
public debt restructuring, the establishment of a new 
directorate for tax investigations and intelligence and a 
new sub-directorate to improve internal controls.

Rehabilitation and Reconstruction Agency for Aceh and Nias

USAID, to support the Director of this cabinet-level 
agency; 
 
-- One advisor for housing directorate, funded by USAID, to 
lead the effort on village planning and development for a 
comprehensive approach to housing reconstruction; 
 
-- One cooperative housing advisor, funded by USAID, to 
assist the Housing Directorate of BRR to develop innovative 
approaches to the provision of new housing in Aceh; 
 
-- One logistics advisor, funded by USAID, to strengthen 
the capacity of the BRR and other parts of the provincial 
government to coordinate the massive inflow of 
reconstruction materiel into Aceh; 
 
-- One Economic Development Advisor, funded by USAID, to 
identify immediate and medium-term business opportunities 
that enhance the competitiveness of the Acehnese private 
sector; and 
 
-- One communications advisor, funded by USAID, to 
strengthen the capacity of the BRR to communicate national 
and international messages on reconstruction. 
 
United Nations ChildrenQs Fund (UNICEF) 
 
-- One medical officer, funded by US Department of Health 
and Human Services Centers for Disease Control and 
Prevention (CDC), to advise the Ministry of Health (MOH) on 
designing and implementing effective malaria control 
programs. 
 
3. (SBU) Fourteen new embedded personnel are planned, 
including: two CDC medical officers for Avian Influenza to 
MOH; four technical advisors, one pilot and one C-130 
maintenance expert from US Air Force, to Indonesian Armed 
Forces; two Special Operations Command, Pacific experts to 
Indonesian National Police; one English language Fellow to 
Ministry of National Education; one US Coast Guard Maritime 
Security Resident Advisor to Maritime Security Coordinating 
Board; and two foreign service nationals to American 
Indonesian Exchange Foundation.
