7.  The Government of Mozambique has applied for a Credit from IDA, 
a Grant from Global Environment Facility and PHRD Grant from the 
Government of Japan, towards the costs of the Trans frontier 
Conservation Areas and Tourism Development Project (TFCATDP).   The 
project encompasses a series of activities to be implemented in the 
contest of 3 Trans frontier Conservation Areas (TFCAs) in the 
country: the Limpopo TFCA, the Lubombo TFCA and the Chimanimani 
TFCA.  In particular, a relevant part of the project, namely 
Component 3 (Community and Private Sector-Led Tourism Development - 
Community Development Strategy), aims to the sustainable economic 
development of local communities living within the four TFCAs 
encompassed by the project. Within this component, an array of 
activities are forecasted in order to achieve the mentioned 
objective, amongst which the implementation of a participatory and 
compensation process for potential loss of access to natural 
resources previously used by local people and the development of 
communities enterprises are the most important ones. 
 
8.  The project intends to finance a participatory process inside 
and outside the PAs according to and guided by the Process 
Framework.  This envisages the active participation of all 
stakeholders, including local communities, private sector and 
government agencies, in the implementation of the project with the 
aim of maximizing benefit sharing for local communities.  The main 
objective for the consultancy is to prepare and implement a 
participatory community development strategy and compensation 
according to the Process Framework, and build on its achievement of 
this process to implement the Community Enterprise Facility (CEF) as 
described in the CEF Manual. Both documents are available upon 
request.  Their content is considered as integral part of these 
TORs. The TFCA Unit is the implementing agency for the project under 
which the services are required and now invites eligible Firms/NGO's 
to indicate their interest in providing the services.  Interested 
firms must provide information indicating that they are  qualified 
to perform the services (brochures, description of similar 
assignments, experience in similar conditions, availability of 
appropriate skills among staff, etc). Firms/NGO's may associate to 
enhance their qualifications. Firms/NGO's will be selected in 
accordance with the procedures set out in the World Bank's 
Guidelines: Selection and Employment of Consultants by World Bank 
Borrowers (edition May 2004, revised October 2006). Interested 
Firms/NGO's may obtain a full set of the Terms of Reference at the 
address given above during office hours 08:00 hours to 15:30 hours, 
Mozambique time).  Expressions of interest must be delivered by 
March 30, 2007 at the given address ON Item 6B or the Provincial
