7.  The Republic of Mozambique has applied for a loan 
from the African Development Bank Group to finance 
jointly with the Japan Bank for International 
Cooperation (JBIC) and on a parallel basis with the 
Swedish International Development Agency (SIDA) the 
Montepuez-Lichinga Road Project.  The government intends 
to apply part of the proceeds of the loan for payments 
for civil works and consulting services to be procured 
for the project.  The principal objectives of this 
project are to improve province accessibility and 
improve road transport services for the population in 
the zone of influence of the Montepuez-Lichinga 
Corridor, and to improve links between Niassa and Cabo 
Delgado provinces and the rest of the country. 
 
8. The project comprises the following components: 
 
  (i)  Civil works for the upgrading to bitumen surfaced 
          standard of the Montepuez-Marrupa Road (203 Km); the 
          rehabilitation of the Litunde-Lichinga road (66 Km) and 
          the construction of seven (7) bridges between Marrupa 
          and Litunde; 
 
  (ii) Consultancy services for design review, pre- 
          contract services and supervision of the above civil 
          works; 
 
  (iii)     Road safety; 
 
  (iv)    Compensation and resettlement; 
 
  (v)     Project audit services. 
 
 
9.  PROCUREMENT: Civil Works - International competitive 
bidding (ICB) will be used for civil works for the 
ADF/JBIC and Government co-financed components among pre- 
qualified contractors with no domestic or regional 
preference in accordance with the Guidelines of the 
Accelerated Co-financing for Africa (ACFA). SIDA 
components will be procured according to SIDA rules of 
procurement. 
 
10.  CONSULTING SERVICES: Consultancy services will be 
required for design review, pre-contract services and 
supervision of the civil works and project auditing. 
For the ADF/JBIC and Government co-financed components, 
procurement will be on the basis of pre-qualification. 
The procedure for evaluation and selection of the 
supervision consultants for the civil works will be 
based on technical quality without price considerations. 
Auditing services will be financed by the ADF and the 
procedure for evaluation and selection of the audit firm 
will be based on comparability of technical proposals 
and least cost consideration.  SIDA components will be 
procured according to SIDA rules of procurement.
