Viewing cable 06MAPUTO87, INVITATION FOR PUBLIC INTERNATIONAL BIDS - SUPPLY

If you are new to these pages, please read an introduction on the structure of a cable as well as how to discuss them with others. See also the FAQs

Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.
To understand the justification used for the classification of each cable, please use this WikiSource article as reference.

Discussing cables

7. The Ministry of Health (MISAU) has received funds through
the Common Fund for Support to the Health Sector - PROSAUDE-
for the implementation of the Annual Operational Plan 2005.
MISAU now intends to use part of the proceeds of these funds
for eligible payments under a contract for the supply of 35
Ambulances for Institutional Support to the Rural, General,
Provincial and Central Hospitals within the scope of the
tender PROSAUDE/POA-41/05/MISAU/DL. The Ministry of Health,
through the Department of Logistics, now invites sealed bids
from eligible bidders for the provision of the ambulances as
follows:

Description Qty Tec. Specification
Ambulance 35 See bid documents

8. Bidders must submit bids for a complete lot as specified
in the bid document. The Evaluation Committee in the
Ministry will evaluate the proposals and will award the
contract to the bidder that has presented the economically
advantageous proposal. The Tender will be decided using the
Simplified International Public Bids procedures (IPB) as
specified in the PROSAUDE Procurement Procedures Manual
defined in the Memorandum of Understanding of November 12,
2003, which memorandum creates the Common Fund for Support to
Health Sector (PROSAUDE). The International Bid is also open
to eligible national bidders according to the Bid Document
and PROSAUDE Procurement Procedures Manual. For additional
information and to view the complete tender documents in
Portuguese and English, interested eligible bidders may
contact the Department of Logistics on the address shown on
Item 6B, from 08:00 am to 15:30 pm daily (Mozambique time).

9. The tender Dossier can be ordered via written application
to the above-mentioned address after January 10th, 2006.
Tender Dossiers will be delivered for a non-refundable fee of
USD 150 (one hundred and fifty US dollars) or the equivalent
amount in local currency (meticais) or EURO. Payment can be
made through a bank deposit to BCI Fomento (account in USD,
MISAU-DAG-PROSAUDE 5444417.10.002). Bidders that want their
Bidding Documents mailed must pay an additional fee of USD
100 (one hundred US dollars). All proposals MUST be
submitted to the address mentioned no later than March 2nd,
2006, 13:30pm (Mozambique time) and must include the
requisite bank guarantee: a provisional security of 2.5
percent of the total bid price must be attached to all bids.
All proposals received after the deadline will be rejected
and returned to the bidder unopened. Bids will be opened on
March 2nd, 2006 at 13:45pm (Mozambique time) in the presence
of any bidder representatives who choose to attend. Bidders
must indicate on their bid envelope the following subject:
SUPPLY OF 35 AMBULANCES FOR INSTITUTIONAL CAPACITY SUPPORT TO
THE RURAL, GENERAL, PROVINCIAL AND CENTRAL HOSPITALS. Bids
that fail to indicate this subject on their bid envelopes may
be disqualified.
