1. (SBU)  On September 13, ESTH Counselor received two 
letters from Mr. Didier LALLEMAND, Haut Fonctionnaire de 
Defense ('High Civil Servant for Defense'), Ministry of 
Economy, Finances, and Industry, the French authority 
responsible for oversight of nuclear security in France, an 
official well and favorably known to the Embassy.  The 
letters are addressed to Steven Aoki, DOE Undersecretary for 
Counterterrorism and ESTH Counselor.  These letters are in 
French and will be faxed to Mr. Aoki's office.  One responded 
to Mr. Aoki's invitation of September 1 for a French 
delegation to participate in security exercises and bilateral 
discussions in South Carolina from September 27-30 and 
indicates that the French side accepts the invitation. 
Lallemand, himself, regrets he will be unable to attend, but 
designates Mr. Eric Plaisant, his "counselor for internal 
security and chief of office for security and control of 
sensitive and nuclear materials, to lead the French 
delegation of nine (total) officials. 
 
2.  (SBU)  The delegation will arrive Atlanta 26 September at 
1350 and Columbia, South Carolina, at 1755.  The delegation 
will stay 5 nights at:

Columbia 
 
Delegation will depart Columbia on Saturday, October 1, at 
1308, and depart Atlanta at 1610. 
 
3.  (SBU)  Mr. Lallemand also wrote (in rough translation), 
"The subjects of discussion which you (Aoki) propose appear 
to me perfectly pertinent.  It would seem to us particularly 
productive to pursue exchanges on the questions concerning 
the concepts, the implementation, and progress of the 
exercise, notably with regard to the French experience in the 
matter of security exercises."
