SUBJECT: EXBS: SLOVENIA AND CROATIA PROGRAM ADVISORS MONTHLY 
REPORTING CABLE-MARCH 2005 
 
 
1.  SUMMARY: Meetings were held in Zagreb to finalize 
efforts to put the TRACKER program online.  The Croatian 
Maritime Police exhibited their maritime unit in Split to 
demonstrate their need for more modern equipment.  Sixty 
radiation pagers were turned over to the Croatian Border 
Police.  With the April 8, 2005 scheduled closure of the 
Ljubljana EXBS office approaching, out briefings were held 
with several agencies.  Arrangements have been made to 
introduce the new EXBS Advisor, Anne Galer, during a visit 
the first week of April 2005.  The EXBS apartment was 
burglarized during preparations for the office closing with 
the loss of some government equipment. 
 
Slovenia 
 
I.  BROAD ITEMS OF INTEREST TO ADVISORS AND AGENCY MANAGERS 
 
A.  The EXBS office in Ljubljana will be closed effective 
April 8, 2005.  The office will re-open in May in Zagreb, 
Croatia with a newly assigned EXBS Advisor. 
 
II. COMPLETED ACTIONS FOR THE REPORTING PERIOD. 
 
A.  SITE ASSESSMENTS AND MEETINGS DURING THE REPORTING 
PERIOD. 
 
1.  The 2005 Export Standards report was completed and sent 
to Washington on March 30, 2005.

III. RED FLAG ISSUES. 
 
1.  During a TDY absence of the EXBS Advisor, the Advisors 
apartment in Ljubljana was burglarized between March 15 and 
16, 2005.  Electronic items (primarily computer equipment) 
belonging to EXBS were stolen, along with personal objects. 
The Slovene police are investigating. 
 
CROATIA 
 
I.  BROAD ITEMS OF INTEREST TO ADVISORS AND AGENCY MANAGERS. 
 
A.  With the scheduled closure of the Ljubljana EXBS office 
on April 8, 2005 there will be gap in coverage for Croatia. 
The new EXBS Advisor, Anne Galer, will open an EXBS office 
in Zagreb in May.  Ms. Galer will be in Zagreb the first 
week in April, with the outgoing Advisor, for introductions 
to both Embassy and Croatian contacts as well as a briefing 
on the current status of EXBS. 
 
II.  COMPLETED ACTIONS FOR THE REPORTING PERIOD. 
 
A.  SITE ASSESSMENTS AND MEETINGS DURING REPORTING PERIOD. 
 
1.  EXBS Advisor, Mr. Justin Friedman from the Zagreb 
Embassy and Mr. Bob Paulson from the State Department met at 
the Ministry of Economy in Zagreb to discuss the TRACKER 
program.  Attempts by the Ministry to use the program have 
not been successful.  It was decided that the problem lay in 
the physical equipment at the Ministry.  Additional 
equipment, to include a server and workstations, along with 
training will be provided by the TRACKER program.  It is 
anticipated that the purchase of this equipment, in 
approximately sixty days, will give the Ministry sufficient 
 
 
time to complete an MOU with the State Department regarding 
the acceptance o the equipment and program. 
 
2.  On March 9, 200 the EXBS Advisor was invited to Split, 
Croatia o observe a maritime unit of the Police.  The 
training and morale of the crew of the maritime unit 
visited, patrol vessel P14, appeared very good.  The vessel 
itself, a 41-foot civilian appearing twin diesel, was well 
maintained but built in 1990.  Equipment on the vessel was 
very basic and a separate report was filed on this visit. 
 
3.  The full Tracker program has arrived in Croatia.  An 
evaluation of it will be conducted in the next couple of 
months to determine how it is functioning and any further 
equipment requirements. 
 
4.  Sixty radiation pagers that had arrived for the Croatian 
Police were turned over to them on March 2, 2005.  The 
police renewed their request for an additional 150 pagers to 
try to give coverage to more of Croatia's 199 official 
border crossings. 
 
5.  A meeting was held with Croatian Customs regarding the 
PASS training held in December.  Despite e-mail help from 
the manufacturer's trainer, the Croatian Customs are still 
unable to get the units to perform correctly.  The Croatian 
Customs has requested that a second visit from the 
manufacturer be arranged.  The units have never worked 
properly.  Additional PASS units and training are proposed 
for Bosnia this coming summer.  Rather then a special visit, 
the EXBS Advisor recommends that either the PASS trainer 
stop in Croatia before or after this training or that two 
Croatian Customs officers attend the training in Bosnia. 
The Belgrade EXBS Advisor believes that the Croatians would 
be welcome in Bosnia and will pursue this avenue if it is 
felt to be the more advantageous method. 
 
B.  TRAINING CONDUCTED DURING THE REPORTING PERIOD. 
 
1.  None. 
 
C.  EQUIPMENT DELIVERED DURING THE REPORTING PERIOD. 
 
1.  Sixty radiation pagers valued at $80,000. 
 
D.  IMMINENT TRAINING OR EQUIPMENT STATUS UPDATE. 
 
1.  RADACAD is slated for the week of June 20-24, 2005 in 
Hanford, Washington.  22 participants are expected from the 
Croatian Police, Customs and Office for Radiological 
Protection. 
 
2.  Radiation Detection and Response, being offered by DTRA, 
is scheduled for the week of July 18, 2005.  This course 
will include an equipment delivery of almost $250,000. 
 
3.  Advanced seaport training has been accepted by Croatian 
Customs.  This training will be held in the United States. 
An exact date, probably late summer 2005, is being 
determined by Customs and Border Protection. 
 
E.  SIGNIFICANT DEVELOPMENTS IN EXPORT CONTROLS, NON 
PROLIFERATION, OR RELATED BORDER SECURITY.
